RESOLUTION NO. 2016-23
A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AN
INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF OREGON
DEPARTMENT OF TRANSPORTATION AND HOOD RIVER COUNTY
FOR DEVELOPMENT OF THE WESTSIDE AREA CONCEPT PLAN
WHEREAS, City of Hood River Resolution 2015-09 authorized submittal of an application to the State of Oregon’s Transportation and Growth Management (TGM) Program for a grant to fund development of an area plan for the west side of Hood River. The Westside Area Concept Plan will focus on land use and public infrastructure issues with the intent of facilitating development of workforce and affordable housing;
WHEREAS, the City of Hood River’s Housing Needs Analysis (2015) found the Hood River has a limited supply of land zoned for multifamily development and a deficit of affordable housing;
WHEREAS, Hood River County has also identified increasing the supply of affordable housing as a top priority and purchased property in the subject area specifically for the development of affordable housing;
WHEREAS, the TGM grant requires a 12% local funding match, and the City of Hood River will partner with Hood River County to provide the required grant match through in-kind staff labor and services; and,
WHEREAS, time is of the essence to initiate preparation of the Westside Area Concept Plan;
NOW, THEREFORE, BE IT RESOLVED, that the City of Hood River authorizes City Manager Steve Wheeler to sign on behalf of the City of Hood River an intergovernmental agreement with the State of Oregon and Hood River County for development of the Westside Area Concept Plan.
Approved by the City of Hood River City Council on this 27th day of June, 2016, to take effect immediately.
