A resolution authorizing a public contracting exemption for
purchase of a procurement card program.
WHEREAS, the City has defined the benefits of a procurement card program versus city-issued credit cards; and
WHEREAS, the City of Portland conducted a formal Request for Proposals and entered in to a contract with FIA Card Services, N.A., a Bank of America company, to provide a procurement card program.
WHEREAS, the City of Portland Request for Proposals included Permissive Cooperative language that, pursuant to ORS 279A.215, allowing other public entities to use the terms and conditions of its contract; and
WHEREAS, staff believes that purchasing a procurement card program through this consortium would 1) be unlikely to encourage favoritism or diminish competition, and 2) result in cost savings to the City, both of which are in the best interests of the City and the public.
WHEREAS, Title 2, Section 2.32.060(B) of the Hood River Municipal Code defines a process to exempt certain personal services contracts from competitive bidding; and
NOW, THEREFORE, BE IT RESOLVED that the Hood River City Council authorizes an exception to Hood River Code Section 2.32.060(A) for a personal services contract for a procurement card program.
