A resolution authorizing a public contracting exemption for personal services contracts for online payment services and merchant services.
WHEREAS, the City is, by necessity, change providers of online payment services and merchant services; and
WHEREAS, there is only one provider of online payment services, Xpress Bill Pay, that offers full integration with the City’s accounting software; and
WHEREAS, there is only one provider of merchants services, Chase PaymenTech, whose payment platform will work with Xpress Bill Pay; and
WHEREAS, Title 2, Section 2.32.060(B) of the Hood River Municipal Code defines a process to exempt certain personal services contracts from competitive bidding; and
WHEREAS, because of the specialized provider relationships and the resulting benefits, an exemption is appropriate because it would 1) be unlikely to encourage favoritism or diminish competition, and 2) result in cost savings to the City, both of which are in the best interests of the City and the public.
NOW, THEREFORE, BE IT RESOLVED that the Hood River City Council authorizes an exception to Hood River Code Section 2.32.060(A) for personal services contracts for only payment services and merchant services.
