A resolution authorizing a “sole source” contract with the Angelo Planning Group, Cathy Corliss – for assistance in developing short-term rental licensing and other regulations.
WHEREAS, the City of Hood River is working to establish regulations for short-term rental housing; and
WHEREAS, the City requires professional assistance to develop a licensing system for short-term rentals; and
WHEREAS, the City requires professional assistance to develop municipal code language containing various quality of life standards related to short-term rentals; and
WHEREAS, the Angelo Planning Group Principal Cathy Corliss is presently engaged by the City to evaluate, consult and write municipal code language related to short-term rental planning and zoning issues; and
WHEREAS, that work has brought her heightened understanding of a variety of issues related to short-term renal regulations in Hood River making her uniquely qualified to accomplish the proposed work described above; and
WHEREAS, Title 2, Section 2.32.060 of the Hood River Municipal Code subsection C delineates a process to exempt certain personal services contracts from competitive bidding; and
WHEREAS, the proposed personal services contract to be developed between the City and the Angelo Planning Group meets the requirements for a non-competitively bid contract as it will not diminish competition, will result in cost savings and is in the best interest of the City.
NOW, THEREFORE, BE IT RESOLVED that the Hood River City Council authorize the City Manager to award and execute a contract for assistance with short-term rental licensing and other regulations with the Angelo Planning Group, Cathy Corliss Principal.
