Resolution No. 2015-18

A Resolution repealing and rescinding the City’s 2001 Wastewater Facilities Plan and adopting a new Wastewater Facilities Plan

 The Hood River City Council finds as follows:

 WHEREAS, the City adopted a sanitary sewer master plan in 2001 to govern the planning and construction of the City’s wastewater collection and treatment system (the “2001 Sewer Master Plan”); and

 WHEREAS, since the adoption of the 2001 Wastewater Master Plan, the City has completed several Capital Improvement Projects that were not reflected in the adopted plan; and

 WHEREAS, the City entered into a Professional Services Agreement with Bell Design Company for the engineering services associated with the production of a new wastewater master plan; and

 WHEREAS, the product of the Bell Design work is a 2014 Wastewater Facilities Plan (encompassing collection and treatment plant improvements) that updates to the 2001 Sewer Master Plan, incorporates several subsequent Capital Improvement Project Updates, and provides a 20-year plan for wastewater system management and capital improvement, a copy of which is attached as Exhibit A and incorporated herein by this reference; and

 WHEREAS, the City Council considered the 2014 Wastewater Facilities Plan at its regular meeting on July 27, 2015, at which time the City Council received a report and recommendation from the Director of Public Works and City Engineer to adopt the new updated plan.

 NOW, THEREFORE, the City Council for the City of Hood River resolves as follows:
Section 1 – Repeal.  The 2001 Hood River Sewer Master Plan and all amendments there to is here by repealed and rescinded.
Section 2 – Adoption.  The 2014 Wastewater Facilities Plan that updates to the 2001 Sewer Master Plan, attached as Exhibit A and incorporated herein by this reference, is hereby adopted as the controlling master planning document for the City’s municipal wastewater system.
 Approved and effective this 24th day of August 2015 by a majority of the Hood River City Council.
