FOR THE CITY OF HOOD RIVER, OREGON

Resolution No. 2015-17

A Resolution repealing and rescinding the City’s 2001 Water Master Plan
 and adopting a new Water Master Plan


 The Hood River City Council finds as follows:

 WHEREAS, the City recently completed a major water transmission line project that significantly improved the City’s water transmission, distribution and storage system, and
 WHEREAS, the previous Water Master Plan was adopted in 2001, prior to the recently completed improvements, and is in need of up-dating to bring it current; and 
 WHEREAS, OAR 333-061-0060 requires community water systems with 300 or more service connections to maintain current master plans that have been reviewed and approved by the State Department of Human Services; and
 WHEREAS, the City entered into a Professional Services Agreement with Bell Design Company for the engineering services associated with the production of a new water master plan; and
 WHEREAS, the product of the Bell Design work is a 2013 Water Master Plan that updates to the 2001 Water Master Plan, incorporates several subsequent Capital Improvement Project Updates, and provides a 20-year plan for water system management and capital improvement, a copy of which is attached as Exhibit A and incorporated herein by this reference; and
 WHEREAS, the City Council considered the 2013 Water Master Plan at its regular meeting on July 27, 2015, at which time the City Council received a report and recommendation from the Director of Public Works and City Engineer to adopt the new updated plan.
 NOW, THEREFORE, the City Council for the City of Hood River resolves as follows:
Section 1 – Repeal.  The 2001 Hood River Water Master Plan and all amendments there to is here by repealed and rescinded.
Section 2 – Adoption.  The 2013 Water Master Plan that updates to the 2001 Water Master Plan, attached as Exhibit A and incorporated herein by this reference, is hereby adopted as the controlling master planning document for the City’s municipal water system.
 Approved and effective this 24th day of August 2015 by a majority of the Hood River City Council.
