Resolution 2014-17


(A resolution providing for a contingency transfer for unanticipated personnel and legal costs)
 


            WHEREAS, ORS 294.463 allows the City Council to transfer a general contingency appropriation, when all such transfers do not exceed 15 percent of the total appropriations of the fund, when authorized by resolution of the governing body; and
 
            WHEREAS, the General, Storm, Sewer, Road and Water funds have contingency to cover unforeseen expenditures; and
           
WHEREAS, personnel costs in the Administration, Fire, Police, Public Works departments had several accrued absences cashouts that were not anticipated; and

            WHEREAS, the level of services required for general legal counsel were not fully anticipated nor were the increased monthly fees for the labor attorney; and

WHEREAS, normal personnel services and legal expenses for the month of June are anticipated; and

WHEREAS, this contingency transfer does not exceed 15 percent of the total appropriations in the General, Storm, Sewer, Road, and Water Funds; and
 
WHEREAS, a transfer and re-appropriation of $279,400 from various contingencies to the Administration, Fire, Parking, Parks, Road, Sewer, Storm, and Water, Departments, Personal Services, Salaries and Wages line item in their respective Funds  is necessary; and 

WHEREAS, a transfer and re-appropriation of $25,100, from the General Fund contingency to the Legal Departments Professional Services line item in the General Fund is necessary; and


            NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:
 

The transfer and re-appropriation of $304,500 from various contingency to the Administration, Fire, Legal, Parks, Parking, Police, Sewer, Storm, Road, and Water Departments, Personal Services, Salaries and Wages in their respective Fund is approved.
           
Approved by the Hood River City Council this 23rd day of June, 2014, to take effect immediately.
