Resolution 2013-08

(A resolution approving and appropriating Volunteer Recruitment and Retention grant funding)


 WHEREAS, the Federal Emergency Management Agency (FEMA) through the Staffing for Adequate Fire and Emergency Response (SAFER) program provides funding for Volunteer Recruitment and Retention programs ; and

 WHEREAS, the City of Hood River Fire Department submitted a funding request for establishing a Volunteer Coordinator and additional Volunteer Program benefits;

 WHEREAS, the FEMA approved the request for $330,144 over four years; and

 WHEREAS, the Hood River Fire Department desires to hire a Volunteer Coordinator to complete this work and the work will be funded 100% by the FEMA SAFER funds; and

 WHEREAS, ORS 294.338(2) allows the City to appropriate a specific purpose grant by resolution of the City Council; and

WHEREAS, it is necessary to appropriate $12,425 in Federal Grants, General Fund resources and $9,425 in Fire Personnel Services and $3,000 in Fire Materials & Services General Fund requirements.

  
NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:

 The City Council approves to accept the FEMA funding to initiate the Volunteer Recruitment and Retention Grant program and appropriate $12,425 in Federal Grants, General Fund resources and $9,425 in Fire Personnel Services and $3,000 in Fire Materials & Services General Fund requirements.

Approved by the Hood River City Council the 8 day of April, 2013, to take effect immediately.
