IN THE CITY COUNCIL
FOR THE CITY OF HOOD RIVER, OREGON
Resolution No. 2011-35
A Resolution declaring surplus certain real property and directing the City Manager to dispose of the property for value through an open public process.
The Hood River City Council finds as follows:
WHEREAS, the city owns in fee certain real property described in Exhibit A that is surplus to the city’s needs; and
WHEREAS, ORS 221.725 allows cities to sell any such surplus real property, following a public hearing on the question; and
WHEREAS, the city has obtained an appraisal for each of the parcels now proposed for surplus and sale and those appraisals have been made available to the public; and
WHEREAS, the city duly noticed a public hearing for its regular meeting on October 24, 2011 to address the question of whether it should surplus the above-mentioned parcels and the process by which any such sales should happen
WHEREAS, at the October 24th public hearing, the city council accepted written and oral public testimony and continued the matter to its regular meeting on November 14, 2011 for further testimony, consideration, deliberation and a decision as to what if any parcels it should sell and by what process; and
WHEREAS, at its November 14th continuance hearing, the city council accepted additional public comment and testimony, deliberated and decided to surplus the property described in Exhibit A, attached hereto and by this reference incorporated herein.
NOW THEREFORE, based on the foregoing Findings the City Council for the City of Hood River, Oregon resolves as follows:
Declaration of surplus real property. The City Council hereby declares the real property described in Exhibit A, attached hereto and by this reference incorporated herein, to be surplus to the needs of the city and directs the City Manager to affect the sale of this property for value through an open public process. The City Manager shall market the property in any reasonable open and public manner and accept proposals from any member of the public for the purchase of any or all of the parcels so marketed. The City Council shall make the final decision as to which proposal to accept for each parcel and the City Manager shall negotiate a final purchase and sale agreements.
