Resolution 2011 - 26

(A resolution establishing the 911 Excise Tax Fund)

 WHEREAS, 911 excise taxes are distributed to cities and counties in Oregon, for further distribution to the governing authority of a Public Safety Answering Point (PSAP);

WHEREAS, the City of Hood River previously made an arrangement with the Oregon Department of Administrative Services to distribute the City’s 911 excise tax directly to Hood River County;

WHEREAS, Oregon’s local budget law requires that, even if the City of Hood River never takes actual possession of the money under this arrangement, the financial transactions must still be budgeted and accounted for by the City;

WHEREAS, 911 excise taxes are dedicated revenues, not general revenues;

WHEREAS, it is in the City’s best interest to establish a special revenue fund in order to comply with the requirements of Oregon’s local budget law.
 NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:

There shall be a special revenue fund designated as the 911 Excise Tax Fund in the City’s budget.  All 911 excise taxes will be receipted to this fund.

Approved by the Hood River City Council this 27 day of June, 2011, to take effect immediately.
