RESOLUTION NO. 2010-11

A Resolution of the City of Hood River, Specifying Authorized Uses for a Portion of the Proceeds of General Obligation Bonds Approved by the Passage of Ballot Measure 14-34


WHEREAS, the voters of the City of Hood River (the “City”) approved Measure 14-34 at the November 4, 2008 general election, authorizing the City to issue $6,000,000 of general obligation bonds to finance capital construction and capital improvements for expansion and seismic upgrades to the City’s fire station and for the acquisition of fire and emergency apparatus, as described in the ballot title for Measure 14-34; and

WHEREAS, ORS 305.583(9) authorizes a local government to declare and specify the authorized uses of the proceeds of bonded indebtedness by adopting a resolution or ordinance that lists or describes some of the authorized uses that may be undertaken and for which bond proceeds may be expended; and

WHEREAS, consistent with Measure 14-34, the City wishes to clarify and authorize specific uses for a portion of the proceeds of the Bonds to be spent in connection with the fire station expansion and seismic upgrade.

NOW, THEREFORE, the City Council of the City of Hood River, Oregon, resolves as follows:

SECTION 1 - Specific Uses Related to the Fire Station:  Measure 14-34 provides, in part, that the bonds will be issued to finance “the expansion and seismic upgrades of the City’s existing fire station.”  The following is a non-exclusive description of some specific components of the fire station project that the City hereby authorizes to be undertaken and for which bond proceeds may be used:

The current fire station will be renovated and expanded, including substantial removal of existing walls and roof structure, to increase seismic stability and operating space within the building.  The new fire station will be approximately 21,000 square feet in size, built upon the same location as the current fire station.  The new station may extend to the south and west, in addition to a second story, to accommodate an expanded training room, office space, apparatus bays, and living areas.  The project may also include all furnishings and equipment needed to make the station functional and all site work, including grading, pavement and concrete work, landscaping and other necessary improvements.

SECTION 2 - Publication of Notice:  Within 15 days following the passage of this Resolution the City Recorder shall cause the Notice of Adoption of Resolution Specifying Uses of Bond Proceeds, attached hereto as Exhibit 1 to be published in a manner consistent with the requirements of ORS 305.583(9)(b) and (10) at least once in the City’s newspaper of record, a newspaper of general circulation within Hood River County.

SECTION 3 - Effective Date:  This resolution shall be effective upon its adoption by a majority of the City Council.

NOTICE OF ADOPTION OF RESOLUTION SPECIFYING USES OF BOND PROCEEDS
 The City of Hood River Oregon (the “City”) hereby gives notice pursuant to ORS 305.583(9)(b) that on March 8, 2010 the City Council adopted Resolution No. 2010-11, which authorized that a portion of the proceeds of the City’s general obligation bonds that were approved by the City’s voters on November 4, 2008 (Measure 14-34) may be expended on the following specific components of the Fire Station expansion and seismic up-grade project:
The current fire station will be renovated and expanded, including substantial removal of existing walls and roof structure, to increase seismic stability and operating space within the building.  The new fire station will be approximately 21,000 square feet in size, built upon the same location as the current fire station.  The new station may extend to the south and west, in addition to a second story, to accommodate an expanded training room, office space, apparatus bays, and living areas.  The project may also include all furnishings and equipment needed to make the station functional and all site work, including grading, pavement and concrete work, landscaping and other necessary improvements.
