Resolution 2009-48

(A resolution providing for Hood River County Home Repair Program)


 WHEREAS, the City of Hood River recognizes that low and moderate income homeowners need funds to make necessary health and safety repairs and upgrades to their homes using local contractors;

WHEREAS, the City of Hood River supports the efforts of Hood River County and the Columbia Cascade Housing Corporation to expand the Regional Home Repair Program to low and moderate homeowners in Hood River County;

 WHEREAS, the Home Repair Program provides no interest deferred loans from Community Development Block Grant (CDBG) funds to low and moderate income homeowners to make critical health and safety repairs to their homes;

 WHEREAS, the Home Repair Program also provides access to funds from the Mid Columbia Action Program and USDA Rural Development for household repair and maintenance needs;
WHEREAS, the City of Hood River supports the use of a sustainable regional revolving loan fund to maintain the Regional Home Repair Program;

WHEREAS, the City of Hood River supports Columbia Cascade Housing Corporation’s continued management of the Regional Home Repair Program because it has the organizational capacity, commitment and experience and has successfully managed the Regional Home Repair Program for Sherman County;

 WHEREAS, Hood River County is partnering with Columbia Cascade Housing Corporation to apply for a 2010 Regional Housing Rehabilitation CDBG Grant in the amount of $400,000 to create the Hood River County Home Repair Program;

 WHEREAS, Hood River County requests the City’s resolution in support of the Hood River County Home Repair Program.
 
 NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:

The City of Hood River supports expansion of the Regional home Repair Program to Hood River County’s low and moderate income homeowners owning homes in need of critical repair and maintenance.

The City of Hood River intends to direct future Community Development Block Grant housing repair funds for low and moderate income families into the sustainable revolving fund for the Regional Home Repair Program.

The City of Hood River will also help market the program in our local area by referring any low and moderate homeowners to the Columbia Cascade Housing Corporation for assistance.

 
Approved by the Hood River City Council the 14 day of December, 2009, to take effect immediately.
