Resolution 2009-27

(A resolution providing for a water meter removal and reinstallation fee)


 WHEREAS, WHEREAS, Title 12 of the Hood River Municipal Code (HRMC) provides for the establishment of water and wastewater service charges;

 WHEREAS, HRMC Section 12.01.030(A) authorizes initiation, termination, and such other charges and fees approved by the Council;

 WHEREAS, HRMC Section 12.01.030(B) requires the Council to consider the operation and administration costs of the water system when setting service charges;
 WHEREAS, the City charges a fee for water service initiation and termination charges for turn-on and turn-off requests that are not associated with a new or terminating service, but does not have a fee addressing water meter removal which is made in conjunction with a building permit.  As a result, water service customers may seek to remove a water meter to avoid water service fees;
 WHEREAS, the City requires sewer and water service connection inspections prior to initiation of service;
WHEREAS, if a property owner fails to request the required connection inspections prior to covering up the connection, removal of the covering should be at the owner’s and not the City’s expense;
 WHEREAS, if a property owner or service applicant fails to request the required connection inspection or notify the City that connection is made so as to initiate service, the owner or applicant should be responsible for the base rate for the applicable service from the date of the application for service to the date of the first bill, up to a maximum of 6 months;

WHEREAS, many of the City’s water customers do not occupy the residence on a full time basis and should be charged the base fee whether or not the property is occupied;

WHEREAS, those water service customers who have irrigation only water meters with the City should not be charged the base fee when only the irrigation service is disconnected;
 
 NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:

The Council adopts and modifies the following water and sewer service fees for users of the City’s water and sewer systems:

1. Water meter removal and reinstallation fee: $50.00.  This fee applies in connection with a request for a removal and/or re-installation of a water meter removed in connection with a building permit.  The initial installation of a water meter in conjunction with new construction is covered by a separate fee.  A user who removes a water meter in lieu of disconnection or turn-off is still responsible for the fees established in Section 2 below.

2. Temporary disconnection monthly base rate charges:  These charges are changed to apply as follows [additions in underline  and deletions in strikethrough]:

 a. Water service customers will be charged and required to pay the monthly water service base rate when water service is disconnected or turned off terminated for 30 days or longer without a termination of the existing water service or account, except for irrigation only accounts.

 b. Wastewater service customers also connected to City water service will be charged and required to pay a monthly sewer base rate when water service is disconnected or turned off terminated for 30 days or longer without a termination of the existing water service or account such as due to an extended absence., except for irrigation only accounts.  The monthly sewer base rate charged for purposes of this provision will be equal to the monthly water service base rate.
 
3. Failure to obtain sewer connection inspection:  Sewer only applicants or owners who fail to obtain a sewer connection inspection or notify the City of connection will be charged and required to pay the monthly sewer service base rate from the date of application for sewer service to the date of the first billing, up to a maximum of 6 months.

4. Delinquent shut off/turn on:  The fee charged for a turn on as a result of a delinquent shut off is equal to the difference between the Service Turn on/off fee and the Door hanger fee.


Approved by the Hood River City Council the 14th day of September, 2009, to take effect immediately.
