WHEREAS, the City Council is the local contract review board for the City of Hood River;
WHEREAS, pursuant to HRMC 2.32.060, personal services for contracts for investment advisor and underwriter services valued at over $25,000 must be procured based on the solicitation of offers;
WHEREAS, the City is in need of municipal financial services for the Finance Department due to the absence of a Finance Director;
WHEREAS, the City Manager has determined that it would be more efficient and cost effective at this time for the City to contract with a municipal financial services provider instead of seeking to employ a new Finance Director because the City is in the midst of preparing the 2009-2010 budget and the City’s accounts are in need of an independent professional financial assessment;
WHEREAS, Lynn Rasmussen is a highly qualified and experienced municipal financial services provider with a proven track record of providing high quality services and ability to develop a solid municipal financial system for clients such as the City;
WHEREAS, Rasmussen has a working knowledge of the City’s finances due to previous consultations between the City and Rasmussen; Rasmussen lives in Hood River and would not require compensation for travel or relocation; Rasmussen is available to begin providing services to the City on April 1, 2009; and the City Manager and City Council are not aware of similarly qualified professionals available to start on April 1, 2009;
WHEREAS, Rasmussen proposes to charge the City a reasonable rate, as shown on the attached scope of services. Based on a comparison of rates charged cities for financial services, the proposed rates are extremely reasonable. Contracting with Rasmussen would, therefore, result in a considerable cost savings to the City compared to employing a new employee or obtaining similar services from Portland or elsewhere;
WHEREAS, the City’s best interests are promoted by contracting directly with Rasmussen to provide municipal financial services for the 2009-2010, which are needed immediately;
WHEREAS, the City’s best interests are promoted by contracting directly with Rasmussen to provide a municipal financial assessment following completion of the audit because Rasmussen will be familiar with the City’s accounts and finances and will not require any orientation or training time;
WHEREAS, the City Council should grant an exemption from HRMC 12.32.060 for a contract for municipal financial services with Rasmussen in accordance with the scope of work attached to this resolution.
NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:
The contract for municipal financial services with Lynn Rasmussen in accordance with the scope of work attached to this resolution is exempt from the procurement requirements of HRMC 2.32.060 and the City Manager is authorized to enter into a contract for municipal financial services with Lynn Rasmussen in form approved by the City Attorney. The authorized estimated cost of the contract is $100,000.
