Resolution 2009-01

(A resolution providing for the exemption of a personal services contract with for City of Hood River Telephone Services)

 WHEREAS, the City Council is the local contract review board for the City of Hood River;

 WHEREAS, pursuant to HRMC 2.32.060, personal services for contracts for telephone services valued at over $25,000 must be procured based on the solicitation of offers;

 WHEREAS, the City is in need of integrated telephone services at reasonable cost with high-quality customer service;

 WHEREAS, the City has analyzed the telephone systems and the customer services from the two providers in our area.
 WHEREAS, it was the unanimous view of a committee conducting this analysis that offered superior systems at a cost approximately equal to the current cost for telephone services;

 WHEREAS, it would be desirable to avoid costs associated with solicitation of offers in this case based on the limited number of firms and the analysis previously conducted;

 WHEREAS, the City Council should grant an exemption from HRMC 12.32.060 for a contract for telephone services with

 NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:

The contract for telephone services with to provide telephone services with the City of Hood River is exempt from the procurement requirements of HRMC 2.32.060 and the Finance Director is authorized to enter into a contract for such telephone services. The authorized estimated cost of the contract is no greater than $35,000 on an annual basis and will not increase over a three-year period.

Approved by the Hood River City Council the 12th day of January, 2009 to take effect immediately.
