Resolution 2008-32
A resolution creating the Utility Rate Assistance Program

 WHEREAS, utility revenue is a critical source of financial support for the City.

 WHEREAS, it is important to assure, to the greatest extent possible, that utility rates are affordable for low income families in the City.
 NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:

The Utility Rate Assistance Program described in the attached Exhibit A is hereby adopted.  The Program shall begin no earlier than January 1, 2009, shall operate for two-years as a pilot program and may only be extended by subsequent resolution of the Council.  Rebates shall not exceed 5% of revenue for each utility in the Program.  Beginning the program is contingent upon the Finance Director’s review of (1) the FY08 financial results and determination that positive fund balances in water and sewer funds exist to support the program and (2) the FY09 budget and determination that contingencies in these funds are adequate to fund projected costs of the program.
