Resolution 2008-12

(A resolution reaffirming the City Council’s position regarding an Indian-gaming casino in the Columbia River Gorge National Scenic Area)


 WHEREAS, the Hood River City Council has strongly opposed any and all efforts to site a Indian-gaming casino in, near or adjacent to the City of Hood River; 

 WHEREAS, the City has filed a brief in 2001 with the Assistant Secretary for Indian Affairs opposing the land trust acquisition application of the Confederated Tribes of the Warm Springs Reservation near Hood River; 

WHEREAS, the duly elected governing bodies of the City of Cascade Locks and the Port of Cascade Locks have clearly expressed desire to site an Indian-gaming casino within the Urban Growth Area of the City of Cascade Locks;

WHEREAS, the legal and political process under which Indian-gaming casinos are sited may permit the siting of an Indian-gaming casino in the Columbia River Gorge Scenic Area;

NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that
a. the Hood River City Council continues to strongly oppose any and all efforts to site a Indian-gaming casino in, near or adjacent to the City of Hood River;
b. the Hood River City Council continues to support the legal arguments that the City of Hood River filed in its 2001 brief with the Assistant Secretary of Indian Affairs;
c. if the legal and political process that sites Indian-gaming casinos determine that an Indian-gaming casino is permitted to be sited in the Columbia River Gorge National Scenic Area, it should be sited in Cascade Locks.

Approved by the Hood River City Council the 14th day of April, 2008, to take effect immediately.
