 Mileage

The City Public Works Department is responsible for maintaining 63.2 miles of streets within the City limits.  The City of Hood River has a street degradation fee that is imposed for work on streets less than ten years old.  Streets that are less than two years old may not be cut for any reason other than in an emergency situation as authorized by the City Engineer.  Details of the degradation fee are contained in the City of Hood River Engineering Standards.

Snow Removal Procedures

Roads within the City have been prioritized for snow and ice control operations based on overall traffic circulation, emergency services, terrain slope, business and residential needs, as well as other variables.  Public works crews provide round-the-clock snow removal when needed.  During heavy snowfall events, crews may have to re-plow high priority primary streets before plowing lower priority residential streets.

Priority 1 – Primary streets connecting higher traffic routes, hospital, police and fire stations and emergency rescue units.

Downtown Primary Streets:

  • Oak Street between Front and 7th
  • Front Street
  • 1st, 2nd, 3rd, 4th, 5th, 6th and 7th Streets between State and Columbia
  • Parking Restriction:  No parking on either side of the street is allowed between 3:00 a.m. and 6:00 a.m.  Vehicles parked in violation of the time restriction may be towed at the owner’s expense.

Heights Primary Streets:

  • 13th Street between Oak Street and Belmont Avenue
  • 12th Street between May Street and Belmont Avenue
  • Belmont Avenue, A, B, C Streets, and Taylor Avenue between 12th and 13th
  • Parking Restriction:  No parking on either side of the street between 12:00 a.m. and 6:00 a.m.   Vehicles parked in violation of the time restriction may be towed at owner’s expense.

Priority 2 – City industrial streets, selected collector streets and bus routes
Priority 3 – School entry streets
Priority 4 – All remaining local streets, such as residential

Tips for Snow Conditions:

  • Avoid Parking on the Street – Move vehicles off the street to enable public works crews to work safely and efficiently in clearing the streets.
  • Give plows and sanding trucks room to maneuver; do not follow too closely.
  • Do not pass trucks when snow is being plowed or sand is being applied
  • Do not pull out into the intersection when snowplow trucks are approaching
  • Blocked Driveways – It is inevitable that driveways will be blocked during plowing operations; this cannot be avoided.  The public works workers regret this inconvenience, but we have limited equipment and staff hours to clear all the City’s streets.  Residents need to take responsibility to clear snow at the end of their driveway.
  • Sidewalks – It is the responsibility of the property owner or resident to clear snow and ice from sidewalks adjacent to the property.  Following a snow event, public works crews routinely sweep excess sand from the street.  It is the residents’ and business owners’ responsibility to sweep excess sand that has accumulated on the sidewalk into the street for the street sweepers to pick up.

Sidewalk Maintenance

The Hood River Municipal Code Chapter 13.20 requires property owners to maintain sidewalks and curbs adjacent to City streets abutting their property in a safe and serviceable condition.  Owners are liable for all damages resulting from unsafe sidewalks adjacent to their property.

If a property owner receives notice that a sidewalk is unsafe or is in disrepair, such repairs as are necessary to correct the condition must be made within a specified time, which shall not be less than 24 hours nor more than 30 days from the date of the notice.
