(A resolution adopting a financial aid plan for the City’s Backwater Prevention Program)
WHEREAS, the City Council adopted Ordinance 1917, pursuant to which the City Engineer established a Backwater Prevention Program to ensure that those structures required to have a backwater valve do have one in order to reduce and eliminate damaging wastewater backflow;
WHEREAS, the average cost of installation of a backwater valve ranges from $100 to $1,500 depending on the site conditions and difficulty in installing the valve;
WHEREAS, the City Council recognizes that installation cost may not be within the financial means of all property owners;
WHEREAS, it is in the best interests of the City, its residents and property owners that all structures required to have a backwater valve have one;
WHEREAS, in order to ensure that all structures required to have a backwater valve have one, the City can provide financial assistance to those lacking the financial means to install a needed backwater valve.
NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:
The City Council adopts the Backwater Funding Program attached as Exhibit A to this Resolution and authorizes the City Manager to implement it.
Approved by the Hood River City Council the ______ day of ________________, 2007, to take effect immediately.
