(A resolution defining the City of Hood River’s financial commitment to the development of the Hood River Waterfront Park and authorizing the Mayor to sign the the Oregon Parks and Recreation Department grant agreement.)
WHEREAS, the Oregon Parks and Recreation Department (OPRD) approved the grant application and request of the City of Hood River under the Local Government Grant Program in the amount of $500,000 (“OPRD Grant”)for the construction of Phase I of the Hood River Waterfront Park (“Waterfront Park”);
WHEREAS, the funding provided by OPRD is on a cost reimbursed basis;
WHEREAS, the City desires to participate in the OPRD Grant to the greatest extent possible as a means of developing needed park and recreation improvements for the Waterfront Park;
WHEREAS, the City, through its Park Development Committee, developed an initial construction estimate of $1.4 million for the development of Phase I of the Waterfront Park;
WHEREAS, the OPRD grant requires the City to provide a matching share for the development of the Waterfront Park. A matching share is defined by the OPRD Grant as cash or the equivalent in in-kind services (labor, equipment and materials);
WHEREAS, the value of the City’s matching share is estimated to be $907,000;
WHEREAS, the City of Hood River allocated $500,000 in the FY07/08 Budget for the Waterfront Park development;
WHEREAS, the City Council desires to set forth by this Resolution its strong support for development of the Waterfront Park but that, due to the tight fiscal situation in which the City finds itself due to the deficit and state and constitutional limits on increasing revenues, the City’s financial commitment for purposes of the OPRD grant shall be limited to contribution of in-house labor and equipment for in-kind services as set forth below;
NOW, THEREFORE, BE IT RESOLVED by the Hood River City Council that:
1. The Mayor is authorized to sign the OPRD Grant documents, upon review and approval of the City Attorney.
2. The City of Hood River will not contribute cash as its matching share under the OPRD Grant for the development of the Waterfront Park, except that they City may contribute cash from non-City sources as provided in Section 4 below, and except that the City may expend cash to cover upfront costs of materials or other unforeseen costs as provided in Section 5 below.
3. The City’s matching share is authorized in an amount not to exceed $907,000.
4. The City’s matching share shall consist of in-kind services and/or cash from sources other than the City, as described in Section 8 of the ORPD Grant Agreement.
5. The City may use cash to cover upfront costs of materials and any unforeseen costs. Any cash expended by the City to cover these costs shall be reimbursed to the City from the funds received from the OPRD Grant reimbursement. These funds will be reimbursed to the City from the first reimbursement paid to the City after the expenditure was made and all monies that will be reimbursed will be reimbursed in the budget year in which they were spent.
6. The City will contribute use in-house labor and equipment as in-kind services for its matching share under the OPRD Grant for the development of the Waterfront Park. The City may use in-house materials in the development of the park such as pipe, conduit, basins, etc. but only if that material is not planned for specific City projects and may be considered “surplus” to the City inventory. If it is not considered surplus to the City any expenditure of City funds to purchase materials will be reimbursed in accordance with Section 5 of this resolution.
7. The City Manager will provide a monthly written report to the Council on all permitted matching share contributions by the City. The monthly report will include copies of all reports and reimbursement applications that are provided under the OPRD Grant.
Approved by the Hood River City Council the 24th day of September, 2007, to take effect immediately.
